To implement The State Council’s Overall Plan for Comprehensively Deepening the Pilot Program for Innovative Development of Trade in Services, and further support Taiwan compatriots, especially grassroots people and young people, in finding jobs and starting businesses on the Mainland,The Taiwan Affairs Office of the State Council, the Ministry of Commerce and the State Administration for Market Regulation jointly issued and implemented the Notice on The Work of Taiwan Residents’ Application for Establishment of Self-employed Businesses in Service Trade Pilot Areas for Innovative development on March 16.Taiwan Affairs Offices, Departments of Commerce (bureaus) and Market Supervision and Administration (bureaus and committees) of Beijing, Tianjin, Hebei, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hubei, Guangdong, Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi (municipalities directly under the Central Government) :In order to implement the Overall Plan for Comprehensively Deepening the Pilot Program for Innovative Development of Service Trade, and in accordance with relevant laws and regulations, the following is the notice for Taiwan residents applying to set up individual businesses in the Pilot areas for Innovative Development of Service Trade:1. As of March 16, 2022,Taiwan residents in Beijing, tianjin, Shanghai, chongqing, fuling, 21 municipal districts), hainan, dalian, xiamen, shijiazhuang, changchun, Harbin, Qingdao, shenzhen, nanjing, hangzhou, hefei, jinan, wuhan, guangzhou, chengdu, guiyang, kunming, xi ‘an, suzhou, weihai and hebei male, guizhou Ann district, shaanxi west salty district such as province, city (area)The pilot areas for deepening innovative development of service trade can directly apply for registration as individual businesses (except franchising), and the trial period is consistent with the Overall Plan for Comprehensively Deepening Innovative Development of Service Trade.The business scope of individual businesses applied by Taiwan residents for establishment includes 122 items such as grain cultivation (see the List of Open Industries for details). The business scope involving administrative examination and approval shall be handled in accordance with relevant provisions.The form of individual industrial and commercial businesses of Taiwan residents shall be limited to those operated by individuals.4. For Taiwan residents applying for the establishment of Individual Businesses outside the pilot areas, the provisions of the “Notice on Application by Taiwan Residents for The Establishment of Individual Businesses in the Mainland” (NO. 3, 2015) jointly issued by 20 departments including the Taiwan Affairs Office of the State Council and the National Development and Reform Commission in December 2015 shall still be followed.The specific registration measures for Taiwan residents establishing self-employed businesses in the Mainland shall be implemented in accordance with the original registration standards.Taiwan Affairs Office of the State Council General Administration for Market Regulation, Ministry of Commerce March 16, 2022 (People’s Daily Client Zhang Shuo)
